This task force has completed it's required research for the JBC.

The Colorado General Assembly recently passed HB23-1296 which created a task force to study the rights of Coloradans with disabilities.

The act creates the task force on the rights of Coloradans with disabilities (task force) in the Colorado Civil Rights Commission (CCRC). The task force shall create a minimum of 4 subcommittees to study and make recommendations on specific issues related to persons with disabilities:

  • The Rewrite Subcommittee, which must study and make recommendations concerning the various issues related to the rewrite and modernization of the Colorado Revised Statutes concerning civil rights of persons with disabilities;
  • The Outdoors Subcommittee, which must study and make recommendations related to the basic accessibility of outdoor spaces for persons with disabilities;
  • The Housing Subcommittee, which must study and make recommendations related to the affordability, accessibility, and attainability of housing for persons with disabilities; and
  • The Government Subcommittee, which must focus on basic physical and programmatic accessibility within state and local government.

    I had one of the most upsetting and humiliating experiences of my life at Casa Tequila. I came in with my girlfriend for a dinner date. I’m a bilateral amputee and use a power wheelchair. As we entered, another man in a wheelchair struck up a short conversation with me—he was visibly distressed, sharing that he was scheduled for an amputation and just wanted to talk.     I had one of the most upsetting and humiliating experiences of my life at Casa Tequila. I came in with my girlfriend for a dinner date. I’m a bilateral amputee and use a power wheelchair. As we entered, another man in a wheelchair struck up a short conversation with me—he was visibly distressed, sharing that he was scheduled for an amputation and just wanted to talk. I listened briefly, gave him words of encouragement, and made my way to the table where my girlfriend was already seated.

    That’s when things took a disturbing turn.

    A man who claimed to be the manager—and also claimed to be the owner, although clearly not—approached us and told us to take the conversation outside. I explained that it was already over and that I was just heading to my seat. Moments later, after we were seated and served chips and salsa, this same man returned and abruptly told us he was refusing us service—without explanation.

    I repeatedly asked him for his name (at least five times), and he refused every time. I told him I was sober, not under the influence of anything, and simply wanted to enjoy a quiet meal. I asked why we were being refused service. No answer. No reason. Just a cold, silent dismissal.

    I was left feeling completely shocked, hurt, and discriminated against. I’ve been living as an amputee for over three years and have never been treated this way. It felt like I was being judged and denied service simply for being in a wheelchair and speaking briefly to someone who was clearly struggling.

    This experience was not just unprofessional—it was inhumane.

    My disabilities include not only mental health but physical as well I don't have one specific diagnosis that considers me disabled it's a combination of them for example I suffer with severe anxiety depression bipolar PTSD multiple personality disorder suicidal ideation My physical health this is just to list a few I just had my fifth spinal fusion for multidisc degeneration spondylothesis ridiculopathy of lumbar region when I had severe pain because of my back problems it would automatically trigger my depression it would either trigger my suicidal ideation or it would trigger PTSD so it's a combination of my disabilities that I deal with everyday I can't just contact an ADA coordinator and ask them to help me with specific accommodations because no one has seemed to be able to do that there is no set accommodation that someone like me can ask for I've come into contact with some pretty complex agencies dealing with them and complaints has been one of the hardest things I've ever had to do when I request ADA accommodations my main purpose and requesting it is because all I've ever asked for was to have someone there with me who can help me by slowing down by talking to me not at me or talking about me in third party I need someone to look at me use active listening repeat things a few times to me before I can comprehend it if they can honor and if they can provide interpreters for every language on earth why can't they provide someone to talk to me in basic English just slowing down the process this is become a nightmare for me I had been in the middle of complaints with several different banks I had been informed that I was a part of the Equifax data breach Samsung data breach T-Mobile Sprint data breach Boulder neurological spine center data breach panorama eye Center data breach you can imagine what one data breach can do to someone's life I had all of these affecting me money draining out of my accounts my accounts being misused my insurance which is Colorado Access Medicaid or Health first Colorado I don't even know anymore someone was using my benefits to get transportation services that I needed desperately but I couldn't get them cuz someone else was getting them in my name My whole life has been turned upside down by these data breaches fraud identity theft and not one person can help me communicate or be a go between for me when dealing with these agencies I follow the process to file complaints I follow step-by-step instructions that these agencies have in place for people to file grievances or complaint process they do not follow them when I get stuck and when I'm unable to understand or comprehend some of the process I reach out for ADA accommodations and I ask for accessibility assistance I get ignored I've gotten ignored by the courts every county I've gotten ignored by police stations the hardest one to comprehend as to why they won't provide me the services I'm asking for is our judicial system the court system they say that this is one of the places that disabled people come in contact with and it is true if you look at mental health and the judicial system there's a huge problem but no one's understanding I'm trying to explain what that problem is and how it's affecting me and they're not listening when I send in a request for accommodations to have someone like a mental health advocate come with me or be appointed to me their response was this


    “ You can get approved for your family member to come in and sit with you and talk to you but they cannot give you any legal advice and they cannot direct you in the legal proceedings but we can improve a family member to go be with you”


    First of all this is a court process My family can be there with me regardless I don't need one appointed and if they can't give me any legal advice and they can't give me any information related to the court case what would be the point of having them do anything and that's what they left it at I explained the detail what I needed I explained how I process information I explained how I'm missing deadlines to appeal my case reconsideration paperwork getting sent in I needed help and I went through specific ADA coordinators they did nothing Right now I don't even know what the status is of my emotions that I filed by myself the ADA coordinators told me they submitted them all to the courts like contacted the courts the courts never got anything and these are coordinators that are supposed to be helping these aren't just people on the street these are people who are designated coordinators for the ADA in our judicial system not one not two not three but four separate coordinators failed to provide me any assistance I don't know where my case stands at this point but this is not only with the courts I requested department of motor vehicle to appoint me accommodations I was specific in what I needed I asked for help they did not provide it as a matter of fact they too told me that I could find somebody on my own to go with me they're not understanding people that I know on my own are just regular citizens they don't have training they don't have background they don't have what it is that takes for me to understand what's going on I keep getting told that they don't offer these services to people with mental health well my concern is why when someone is going through such complex systems and trying to deal with these type of places why can't I get the assistance that everybody else can get especially when it comes to just repeating things to me just slowing down and just talking to me I can't comprehend when things are going too fast I can comprehend when things are rushed and especially when they're speaking in languages like the legal system they're talking about me not to me and when I tried to bring up my mental health issues they send me for competency evaluations if that has nothing to do with it and nothing's been done about this I was convicted of crimes that I was innocent of but because I couldn't get a mental health advocate with me I'm stuck here on probation now having to go through another complex system when I should have been able to have the proper legal representation but because my attorney didn't understand what I was needing and she wouldn't provide me with any place or anybody that would help me to get the accommodations I needed now I sit here with charges that I was innocent of but because I tried to appeal it and because I tried to do reconsideration and I tried to fight it none of the paperwork was ever submitted to the courts from the ADA coordinators I had no possible way to get back and forth to court I was confined to a bed after having five spine surgeries that I couldn't get up I got put in jail for non-compliance because they said I had UA's that were coming up positive which I did I was on over 13 different medications but they forgot to submit all of my medication list too the appropriate lab so therefore I was put in jail for non-compliance I was on pretrial for almost 2 years without even being convicted but I still I followed the procedures I did what I had to do it was their mistakes that kept getting me in more trouble I requested ADA accommodations from them too pretrial whether it was bold print whether it was a mental health advocate whether it was somebody slowing down to talk to me not at me and help me to understand the proceedings that's going on I couldn't get any of it today My suicidal ideation has been constant I constantly think how it would be better off but at this point in time something needs to be done and I don't want anything other than I want to answer as to why I couldn't get these accommodations and why I'm sitting here in a position to have to report to people and places who can't even provide me accommodations under ADA but sit there and put me as non-compliant and get me in more trouble because they can't provide me the accommodations instead I'm looked at as if I don't know what I'm talking about people make fun of me by sending me emails saying that I don't know what it is exactly I'm trying to say I've asked to be communicated by phone I even got discriminated against at housing they put me to the end of the list when I came up on the waiting list after 3 years and because I asked for ADA accommodations to help me fill out the paperwork by phone no one would provide that I wouldn't have asked but I had just had two corneal transplants and I lost my vision so when I was asking for help to answer the questions by phone and they wouldn't provide it they canceled out my application and put me to the bottom of the list I filed complaints with HUD department of Justice civil rights no one's ever done anything about it and this goes for not only myself but my family my father's going through the same thing right now I've asked for accommodations for him because he was put on life support his home was taken in a reverse mortgage scam and do you think they offered any of us any accommodations to be able to navigate such complex places no they did not so I'm still here thinking that I'm never ever going to get help if I ever have problems which is what it's been in January of 2017 I was approved for non-emergency medical transportation services under Health first Colorado Medicaid they provided one ride to me after I submitted over $170 ride requests to appointments I was supposed to be being in front of a doctor in person every other day because of my health condition in the seriousness of it I could not get to my appointments because they would never show up or they would never come with no reason why I found out later on I went on to the portal to request more rides and I found out that they documented they gave me every single ride to my appointment when they did not I filed fraud I reported it they promised to give me mileage reimbursement for the problems and for not providing me assistance they never did they started blocking my emails this was dealing with the department of Health Care policy financing weld County human services My doctors were even involved they were submitting ride requests for me sending faxes and still never got a ride to the doctors That's how I ended up losing my eye and also that's how I ended up having to have five spine surgeries instead of just the first two because I couldn't get to my appointments to be followed up with The screws came loose in my back from one of the spinal fusions causing adjacent Segway disease if I could have gotten back to my doctor to do the x-rays they would have been able to see how much gap was due because of this loosening of the screws I could have prevented that that could have not ever happened I would have been able to walk properly today but because I asked for ADA accommodations I asked for someone to help me get these complaints underway because somebody was using my name but nobody was understanding what it was I was complaining about for a long time I put myself down for a long time I stayed isolated because I thought maybe I'm not communicating properly maybe I'm not using the right words maybe my sentences are sounding ridiculous because of my mental health and most of the time they were I rely on text to speech and screen readers because it's too hard for me to see with one eye details on my phone so when I use screen readers or text to speech my words come out jumbled or mixed and instead people laugh at me because of it there's no possible way to get help from these places and believe me I spent 5 years trying the conditions and the situations have only escalated and gotten worse in my life and continue to get worse I wish someone would step in and help no attorneys will even make themselves available to me I've tried going through local agencies I've tried going through the legal offices the legal clinics I've tried going through advocates I've tried going through the senator the mayor everybody no one's done nothing about it it's scary and it's sad because at this point in time I dread waking up everyday because if there's a problem that I have to face as a disabled person I already know there's no help out there no matter what my problem is no matter how big it is or how small it is I already know The answer to my question or the answer to my request for ADA accommodations with any place is going to be nothing they're going to tell me they cannot provide it to me I have to find it on my own that's hard when you don't know how you don't know where to begin and you don't understand what they're even saying I have no support even with this letter even with sharing my story which I've done multiple times nothing gets done about it maybe by sharing my story it'll help someone in the future but what am I supposed to do in my case right now I'm suffering tremendously I don't want to be here I don't want to be alive if I can't get the help that I need what's the point it means I have to navigate this life I still have a good 50 years ahead of me but if I have to sit here with the thoughts of never being able to get help because it's not offered or because there's no resources I can't walk around this earth problem free so what happens what happens when something else comes and I need help I'm a good person I don't ask for much I've helped people all my life and when I finally got disabled myself not one person has been there not one person has done anything to step up and help me and it's not like I ask for a lot but when you lose your eyesight and when you lose your ability to walk it takes a toll on not only your body but your mental health but no place deals with mental health disabilities and believe me if anybody were to contact me or reach out to me I promise you if you ask me if I contacted so-and-so or if you try to refer me to some specific place I've already been there and I've already done that That's what makes it hard when you reach out to all the places who are supposed to be set up and designed for my specific problems but they don't do anything about it that's when you just giv

The second thing I have I went to labor works I was there at 4:30 in the morning the lady behind the front desk told me my start time for this job it's going to be at 6:30 so I needed to be there before then I got to this location at 5850 East 58th avenue commerce City Colorado at 6:25 a.m. and the manager told me I was going with one of his employees I'm guessing it's a supervisor so the supervisor told me to drive my Jeep and he looked right at my Jeep so you knew what it looked like so I went to that address and it was 4875 Florence Street Denver Colorado and I noticed it was a lot gate you needed a code to get in and my supervisor told me he would be there right behind me there's only one way in One Way out he went in the wrong way I guess somebody let him in I don't know but I'm in my Jeep waiting for him to pull in the entrance so I can pull in right behind him and make it through the gate 3 hours later he comes out and says we're done here I was like how did you get in I'm sitting right here she's like I went through the other opposite side where it said the wrong way I'm like dude I'm right here so he calls my boss at Labor work she calls me starts yelling at me and by then we were at the second location at 2500 East Colfax avenue Aurora Colorado at the big post office that's where I call Labor works back and when I saw I missed her call because I won't talk on the phone and drive or text and she started getting upset with me again she's like where are you I was like I was at the first sight beside the gate where the entrance was the guy that was driving the supervisor I told her he went in the wrong way and I didn't know until after the fact so when we got done at the second location the supervisor put down 5 hours for me for his mistake and labor works or not paying me for that 3 hours I got there to drop off my ticket so I get paid and she screaming at me verbally abusing me. The other one was in Boulder Colorado 969 Brook road I went up there to do some work I was leaving it was like 519 p.m. but she got stuck in their ditch everybody else left I was up there by myself scared and I was trying to call State farm I was up there 8:21-25 until the next day 8:22/25 expert towing got there almost 8:00 and got me out of the ditch I call Labor works and she's screaming and blaming me for leaving them in the position I did I was up there for 13 hours and 49 minutes and I was up there doing the remodel on the house that's where Labor works sent me at the last minute and she told me she was going to keep my start time at 8:30 and she never did I'm so tired of her verbally abusing me and not paying me for the hours I work dreams paint remodeling it was Devin was the manager up there he left me out there stranded it was cold I told him my cell phone was about to die my jeep's about to tip I had nowhere to go no food no drink I didn't have my anxiety medicine and it's like hey didn't care I was going there to get back on my feet to find work and Devin and Boulder Colorado at 969 Brook road be shorted me two and a half hours and I told the ladies at Labor work and he messed up on my ticket and they were li I hate people taking advantage of me it's like sometimes I might not wear things right but I try I need help

    My mother is in need of legal counsel because my being her caretaker and actually illegally placed on the lease {It was just for our imagination so the individual who would become manager (Corine Garcia)after old management (Alonso Espinosa)retired would have the ability to stop me from staying with my mother ,leaving her to fight a legal battle she is not able to win due to her possible dementia and/or Alzheimer’s disease. After my mom told me to leave because management was making up a whole bunch of stories so they would not have to pay me for 49 hours I worked in a unit filled with bedbugs and fruit flies. I was approached over 9 months ago by the new managers husband Daryl to assist with trashing out the unit. We thought it was being offered due to my mother’s granddaughter taking all her benefits for one whole month setting us behind on not only rent but everything else. Me being disabled myself (The Social Security Administration has not ruled in my favor as of August 6,2025) but do to the assistants of an awesome attorney I am hopeful. This gesture in which we took as helpful was only a way for new management to take advantage of my 70 year old mother and myself.(52 years old male with severe Coronary Artery Disease,3 heart attacks with stent placement and in need of open heart surgery) Due to being behind on rent and my niece stealing from my mother and running off to live in Mexico I had to put my all to handle the extreme circumstances that a resident neither of us new had createdfor housing . The maintenance Supervisor (John Espinosa,Alonso Espinosas brother) and Daryl had 2 huge dumpsters delivered and advise me to throw everything into those. Once John inspected the shed and realized it was full of tires he advise me to figure out a way to dispose of the 32 tires left behind by the resident. It was the most difficult job of my career. (I was a Apartment Maintenance Supervisor for 9 years) As I was completing this job my mother was advised by Daryl for her to assist the neighbor next door to prepare for the Orkin man cause he was unable. My mom had approximately 15 hours helping him to prepare for treatment. I received $20 from Daryl and another $20 from John for all the tires and they refused to pay anything else. My mother never received anything from housing for her assistance. We landed up finally getting caught up on rent and utilities and then we start getting police called to a quiet setting on many occasions by the neighbor who Corine had just transferred from another unit. We were on good terms until they both put there minds together and decided to make false allegations against us and bully my mother. They sent maintenance to our apartment to remove our outside water spicket. I have not even been able to spray the weeds on our unit due to no water present. Housing refuse to treat the problem so we are now infested with weeds and no ability to handle the weeds in which I would handle on the property so the whole community could enjoy there home,not to mention them bullying my mother to think if she would make me leave her housing would be ok. That’s the impression I got from thee whole situation,however being a concerned son I came to find out it was to evict her illegally. Come to find out the newly transferred neighbor had just had another senior woman and her son evicted from her apartment where she had caused a ruckus prior. I have been with housing all my life and do not know how my mother could have made it possible otherwise. And when she needs the compassion of management the most they are now going to Harras her until,she is homeless and living on the street. Not to mention our other issues endured from assisting housing with there fateful resident, living with bedbugs and no help from management. This new manager has went above and beyond to retaliate and be our worst nightmare. Did I mention when I lived in housing with my wife I was trespassed from a unit I lived in. My wife landed up staying in the unit and she was eventually evicted. Before she left she left a lot of damages and this same housing held me responsible for it. They removed me from the lease and still attempted to hold me financially responsible.. John, the maintenance Supervisor has illegally searched my mothers apartment and is the one who trespassed me from the unit. Corine who is now the manager needs to be replaced because at the end of day cannot manage a community without ruining the tenants quiet enjoyment of there home. I believe that when they appointed her as manager, they should have seen all this coming because that blew up her head and now she can resort to bullying 70 year old woman and there sons cause she’s backed up by a resident who goes around bullying everyone herself. Geraldine, the mother of the neighbor bully (Michelle) is a sweetheart and I believe it should be looked into the hell she puts her mother thru. I believe Corine should be more about being visual and seeing circumstances instead of allowing one tenant to continue to ruin older senior women’s homes. Housing is what these woman have known all there life and to just throw them out as a power trip is not only bad management but a reflection on what the United States Department of Rural Housing Development stands for as a whole. Please help cause Corine stated today she would be her tomorrow at midnight (August 7,2025j to remove my 70 year old mother without even filing it in Court

    fraud via collusive misrepresentstion is mever easy to take. its worse when the new laws free you or give you rights and the feelings of attorneys matter more than the letter of the law.

    oce been held up 3 years over incompetemcy when removing an attorney trying to deny me my pretrial motiins amd rights.

    i cant stand and be coherent longer than 15 minutes and i just want to be allowed tonsit down as they keep dragging me thrugh reviews and refusing to let me submit medical documents.

    a law degree should not give you the desire or right to protect othet people with law degrees.

    I filed a complaint in February 2025 of an incident related to previous employment occurring 23 July 2024. I received notice in about March 2025 that my complaint was rejected due to being outside the 300 day limit. The time frame is closer to 210 days. I have contacted CCRD and other elements of state and federal government without answer or indication that the error would be corrected.

    The incident is clearly documented on a Colorado Nursing Board document with the above date and issues.

I am concerned that CCRD employees have come to consider themselves above the law and are too protected to be removed when they act in this manner. I have complained of this being part of a pattern of practice problem. The effect is that complainants like myself are severely discriminated in any area and form an entity chooses .

    On the morning my mental health concerns surfaced, I confided in my Maintenance Supervisor, Joel, requesting that he sit with me briefly while I gathered myself in my office. He assured me he understood, citing his sister’s experiences with mental health challenges. However, just minutes later, my Assistant Manager entered my office and handed me her phone, relaying a call from my Regional Property Manager (RPM), who instructed me to close the office and go home immediately. When I inquired about the reason for this directive, I was informed that I was “acting funny” and that my maintenance supervisor had disclosed to management that I was schizophrenic.

    This abrupt and unauthorized disclosure of my medical condition left me in shock. I proceeded to call an Uber and leave the premises, only later receiving official notice that I was being placed on Paid Suspension pending an investigation by Human Resources.

    II. REQUEST FOR REASONABLE ACCOMMODATION AND MEDICAL TREATMENT
    Following my suspension, I was directed to complete a Reasonable Accommodation Request acknowledging my mental illness, a copy of which was returned to management. During this period, I was forced to seek urgent psychiatric care at Longview, a crisis facility run by Summitstone, in order to obtain necessary medications. Due to previous gaps in medication availability, my condition had been exacerbated, creating significant personal and professional distress.

    Medical professionals at Longview provided me with two formal doctor’s notes confirming that the lapse in my medication regimen was directly responsible for my temporary impairment. These notes also assured that, with proper medication, I could return to work without any accommodations. Understanding that such documentation was required for reinstatement, I promptly provided these records to Ms. Terry, hopeful that I would resume my duties at Lincoln Place Apartments.

    III. CONDITIONS AT LINCOLN PLACE APARTMENTS
    Upon joining Lincoln Place Apartments, I was shocked at the state of the property—contrary to its historically prestigious reputation. The maintenance and security standards had deteriorated significantly. Among the many issues observed were:

    • Tattered and broken community furniture (including the library, pool sticks, and TVs)
    • Nonfunctional security systems and locks, creating safety hazards
    • A neglected dog park, unsuitable for resident use
    • Lost and unsecured keys, exposing vulnerabilities in property management
    • Disorganized maintenance operations, including an unmanageable breakroom doubling as a supply closet

    Despite raising concerns regarding these deficiencies, no tangible improvements were undertaken prior to my suspension.

    IV. TERMINATION AND FABRICATED DOCUMENTATION
    Upon submitting my medical documentation with the intent of returning to work, I was redirected back to Ms. Terry, who informed me that I was being terminated nonetheless. Despite my documented ability to resume my duties, my employment was officially severed.

    Shortly thereafter, I received a termination agreement and severance package to sign. However, the agreement was accompanied by a completely fabricated write-up, containing baseless accusations designed to justify my dismissal. I refused to sign either document, given the false nature of the allegations and their intent to damage my professional reputation.

    Notwithstanding my refusal to sign, my final paycheck and severance were mailed to me. After consulting an attorney, I determined that cashing these checks did not equate to an admission of any wrongdoing.

    Upon returning to Lincoln Place Apartments to retrieve my belongings and turn in my keys, I discovered that my Assistant Manager had already assumed occupancy of my former office and had noticeably altered her demeanor toward me. I maintain documentation of all communications relating to this sequence of events, including requests for my signature on the termination agreement and my formal refusal.

    V. CONCLUSION
    This termination was wrongful and unjustified, executed under pretextual reasoning and in clear violation of my civil rights. The disclosure of my Mental Health Medical condition, the retaliatory actions taken against me, and the fabrications presented in my termination paperwork are direct violations of workplace discrimination laws.

    I submit this statement as a truthful record of events, supported by documentation and witness accounts.

Through this process, my husband has been my main caregiver because this is a new situation and we are just now determining that it will probably be long term. In the meantime, my husband has been unsuccessful in accessing any work accomodations that would make this process easier and safer. While his job has been remote since February 2020 (and his company was more successful while employees were working from home), he is now being forced back into the office 3 days per week, regardless of any Dr's notes and despite the fact that he has been able to work remotely for 5 years. This happened at the beginning of the year, and he has already used FAMLI leave, but now that he has used his 12 weeks, he must return to work and we are still in the same position. Unfortunately because there are no requirements for reasonable caregiver accomodations, his company has refused to allow him to continue full time work from home, and we have no recourse. I shouldn't have to pay to have a home health aid when my husband is perfectly capable of assisting me as long as he is able to be at home. Disability advocacy must do a better job of supporting those who care for the disabled, because otherwise neither group receives the care that they need.

People obeyed laws not only from fear of punishment, but because these institutions defined what was considered “right.” That obedience created order but it also stifled dissent, silenced minority voices, and often masked deep injustice behind a veil of legitimacy.

    Today, that paradigm is shifting. The rise of personal autonomy, a moral compass guided by conscience, critical thinking, and lived experience—has become a driving force in everything from grassroots activism to whistleblower actions. More and more, individuals are questioning whether institutional systems still serve justice, or merely sustain power.

    This is not a rejection of law. It is a demand that law earn its legitimacy.

    Obedience and autonomy are not opposites. They are competing moral instincts that must be balanced. When authority protects justice—through civil rights laws, due process, and human dignity, obedience becomes moral. But when authority enables harm or hides behind bureaucracy, morality demands disobedience,

    or reform.

    As Dr. Martin Luther King Jr. taught us: “One has a moral responsibility to disobey unjust laws.”

    That is what this paper, and this movement, is about: moral resistance through legal clarity.

    Satan as CEO: The Privatized Injustice of Child Support Enforcement in Colorado


    When people think of corruption, they often imagine backroom deals or crooked politicians. But in Colorado’s child support enforcement system, injustice wears a suit, processes paperwork, and calls itself “compliance.” What should be a public service has morphed into a machine where harm is bureaucratized and justice is privatized.

    As a legal analyst and former client of this system, I’ve spent over nine years documenting how a fraud was committed against me and ignored by those in power. My story is not unique. What I uncovered is a chilling truth: this system, designed to help children and families, has instead devastated them systematically, profitably, and silently.

    A System of Contracts, Not Care


    Child support enforcement in Colorado is big business. Since 1995, El Paso County has cycled through three private contractors, Maximus Inc., Policy Studies Inc. (PSI), and Young Williams P.C., each responsible for enforcing child support obligations on behalf of the county. These contracts are partially funded by federal incentives, rewarding counties for collections rather than compassion.

    On paper, this sounds efficient. In reality, it opens the door to fraud, conflicts of interest, and hidden abuses of power. Legal service contractors write policy, litigate cases, and often switch sides, as several attorneys did, moving from county contracts to contractor payrolls without public disclosure.

    The Real Cost: Families Torn Apart


    Each time a contract changes, families are caught in the fallout. Records go missing. Affidavits are altered. False compliance letters are issued. In my own case, a fraudulent affidavit was signed by a contractor, without my knowledge or consent, and submitted to close my enforcement case prematurely. Despite this, neither the county nor the state would investigate.

    Instead of seeking truth, officials issued form letters. Calls went unanswered. Prosecutors declined to act. Over over mailings, filings, and requests produced no action.

    “Satan as CEO”: A Metaphor for Managed Harm
    To understand what’s happening, I borrow a metaphor: “Satan as CEO.” It’s not about religion, it’s about the domestication of evil.
    When injustice is bureaucratized, it loses its fangs. It becomes a form, a procedure, a policy. Those causing harm say, “We were just following the process.” But when those processes are rigged, and the players rotate between public and private positions, who holds the system accountable?

    Satan doesn’t storm the gates. He gets hired, promoted, and praised for “fiscal performance.”

    An Ethical Crisis Wearing a Legal Mask
    At its core, this is not just about mismanagement. It is an ethical crisis.
    - Private vendors control public justice, with few public checks.
    - Attorneys switch sides, from county advisors to contractor lawyers—blurring ethical lines.
    - Constitutional rights are bypassed—through wage garnishments, license suspensions, and coerced affidavits.
    - The poor are punished, not helped.
    The system incentivizes punishment over support, collection over understanding, and compliance over truth. And when people speak out? Nothing happens.
    That is the greatest sin of all: knowing harm is being done, and doing nothing.

    A Call to Act
    The public deserves more. The children and families caught in this system deserve more. I call for:
    - A full independent audit of Colorado’s child support enforcement contracts since 1995.
    - Whistleblower protections for employees and clients reporting fraud.
    - Reforms to prevent contract conflicts, restrict vendor, attorney role flipping, and ensure public transparency.
    - Most importantly: a people-first approach to family justice.
    Let us no longer accept a system where profit outweighs principle. Let us name what this is, not just inefficiency, but domesticated injustice.
    And let us remember: when the state’s agents commit harm under its name, the State is responsible. If we do not act, then we, too, become complicit.
