The Colorado General Assembly recently passed HB23-1296 that created a task force to study rights for persons with disabilities.

The purpose of the rewrite subcommittee is to study the current Colorado Revised Statutes concerning the civil rights of persons with disabilities and make recommendations for a thorough revision and rewrite to improve clarity, ensure the civil rights of Coloradans are protected, and ensure the protections are enforceable.

In sharing their ideas for potential revisions to the Colorado Anti-Discrimination Act (CADA), the subcommittee members believe it is important to read the ideas they have presented with an understanding of the current rights provided by law.     All state-level government officials—including the Governor, Lieutenant Governor, and Rep. Jason Crow’s office—have failed to respond or take action since 2019, despite repeated contact and documented evidence of civil rights violations. CCRD discriminated, HUD PIH discriminated and help housing authorities to discriminate, and deny accommodations. HUD FHO refuse to take any 504 complaints because as Region VIII supervisor stated in email I filed employee misconduct complaint so no one in Denver will accept any Fair Housing complaints from me.     As an Autistic person who is currently going through the job application process, it pains me to think I might be discriminated against because I didn’t meet some normative expectation or some expectation that is unfair to everyone but especially to Autistic and other neurodivergent people.


    I think the Civil Rights Division should take the time to look at common hiring expectations for each industry and determine which ones disproportionately impact neurodivergent candidates, and then publish an advisory(ies) on its findings.
