Xcel Energy Outages, Billing and Customer Response

Beginning in 2024, the Public Utilities Commission noticed a significant increase in complaints and comments from the public regarding outages and billing issues on Xcel Energy's electric system. Media outlets across the state also reported on the outages. In response, the Commission ordered staff to open an investigation into these issues, which found the following:
- Xcel customers have been experiencing a trend of more outages and outage minutes since 2015, even after accounting for severe weather events
- System-wide outage minutes in 2024 were significantly higher than the trend between 2015-2023
- Outages were widespread across Xcel’s service territory in Colorado
- Wildfire Safety Operations were a significant driver of outages in 2024 but did not fully account for higher levels of outages
- The 15 worst performing feeders--which transmit power from a power source, such as a substation or distribution point, to consumers--account for a substantial portion of 2024 outage minutes
- Low staffing levels for customer service personnel corresponded with significant drops in customer service performance
- Consumers are experiencing a high number of billing complaints with unusually long resolution timelines.
Xcel responded publicly to the Commission investigations, acknowledging the challenges customers faced in 2024 and committing to improving performance in each of these areas. The Commission then ordered Xcel to report quarterly on a variety of outage and customers service metrics.
As the PUC continues to receive complaints from Xcel customers on these issues, we have created this new, easy-to-use platform for customers to share their experiences and ideas. This input will help the PUC better understand the scope of remaining issues as it determines next steps. Information collected here will be added to Proceeding Number 25M-0265E.

by Rk_Dave, 4 months agoMy energy bill doubled year on year in January and February. Closer examination showed that the electricity usage in KW hours allegedly increased 50%. I contacted Xcel and they kept telling me the cost increase was TOU. I kept trying to tell the person I wasn't questioning the cost per KW hour but the alleged usage increase, but it fell on deaf ears. I believe the alleged increase in power usage occurred about the time they installed the new smart meter.

by WolfDrache, 4 months agoYea my bill has been tripled with in the last month too. But that is because Colorado is Sanctuary state now , so we are being billed triple everything now including gas prices and groceries you name it even the Land taxes has been tripled or quadrupled.

I am writing to formally request an investigation into what appears to be a gross overbilling of my electrical service by Xcel Energy for the billing period January 15, 2026, to February 17, 2026.

Dear Public Utilities Commission,
I am writing to formally request an investigation into what appears to be a gross overbilling of my electrical service by Xcel Energy for the billing period January 15, 2026, to February 17, 2026.
During this period, my bill quadrupled compared to the prior billing cycle of December 15, 2025, to January 15, 2026. This dramatic increase is inexplicable and physically impossible given the house is empty.
With the exception of my porch light and my refrigerator. The washer, dryer, microwave, and electric stove were not used at all THE HOUSE IS EMPTY. Yet, Xcel Energy claims my electricity usage was four times higher than the previous month when I was actually present and using those appliances.
This discrepancy raises serious concerns about the accuracy of Xcel Energy’s metering or billing systems. I respectfully request that the Public Utilities Commission conduct an independent audit of Xcel Energy’s billing practices, as this appears to be part of a wider pattern of overcharging that many other customers have also reported on local social media platforms.

by Upset customer, 4 months agoI live in a one bedroom apartment , about 700 square feet and my Excel bill tripled this month. I wasn't even home the first two weeks of February. There is NO WAY that much electricity was used when no one was home. I live by myself as well. Some one needs to figure out what is going on with Excel. PUC needs to audit Xcel Energy's fraudulent overcharging for electrical service. In researching various local social media, I have learned that THIS IS A VERY COMMON EXPERIENCE.

by Marguerite, 4 months agoNo power for 11 hours, outside temperatures low 30's. Customer service was called, reporting the outage at 10:30 a.m. repair crew showed up at 4pm. Customer service is in one of the 8 cities that actually has a corporate office on location. Nothing in CO although xcel services the state, by location Denver residents have no choice. Rural areas do. Prices continually go up on, not for but on residents while the CEO's pull in over 1 million dollars as a yearly salary with many financial incentives bringing up yearly salary for CEO between 12 and 23 million dollars annually... Xcel residential customers are middle income earners these CEO's have no conscience about. Planned outages seem to be motivated by avoiding law suits than taking care of aged, faulty equipment likely more responsible for devastating fires than high winds. Xcel is a monopoly. Colorado residents need a choice beyond the Greedy xcel business that has more excuses than answers for residents experiencing a local outage not attended by xcel as soon as it happens. Every Customer service agent I spoke with reported no power outages as did the xcel outage website which is very frequently non-functional. It just does not connect with any information being sought. None of this is acceptable or helpful. Residential fees for service continue to rise while the service continues to fail with regularity and the CEO's keep pulling in obscene amounts of profit.

by DDT, 4 months agoI just got my most recent bill.They claim I used over 500KWH in January, 2026, while THAT is a physical impossibility considering that I have LESS electrical equipment in use than prior. My average usage since March of 2024, ACCORDING TO THEIR OWN RECORDS, shows an average of about 250KWH daily until January, 2026, and I am not disputing that is possible, even though I live in a 1 bedroom apartment

I am a "day trader" on the stock exchange and my daily schedule does NOT vary, 5 days a week, baring holidays. I am on a computer from 3:00am, (checking news before the market opens,) and then following the market until 2:pm, LOCAL time when it closes.
My step-daughter, also in a 1 bedroom apt, lives 1 block from me, has a average bill of over $400.00 a month, and just got one this month for over $600; she does not work because she is disabled. THAT is unreasonable, even IF it is an "all electric" apartment, as she has LESS electrical goods than I do!

Not only have we experienced the same number of outages ONE MONTH INTO 2026, in four years of living in Aurora we have had more than 8 significant outages, one of which left us without power for nearly 24 hours.Xcel makes us pay a $10 surcharge for 'maintenance' even when we generate more electricity in a month via solar than we use. by MuhammadKhan, 5 months agoI was able to get a last minute solar system installed and was gone for the second half of December 2025. Yet my electricity bill was twice what it was in November 2025. I haven't received permission to operate, so I was relying mostly on my solar system and batteries to provide my energy needs.TOU is not a new concept to me and I am extremely cognizant of not using energy during peak hours.

by JA, 5 months agoOur bill more than doubled in November-December. When we called Customer Service, they said that we were billed for the actual usage and that they could not provide a credit. They insisted a technician come out to check the meter, to which he found nothing. Still haven’t received a credit because they refuse to acknowledge that their reading was incorrect or that there was a billing error.
It also occurred during the month that they switched the tiering system used to charge our account. They refuse to investigate any further.Our bill more than doubled in November-December. When we called Customer Service, they said that we were billed for the actual usage and that they could not provide a credit.
