Beginning in 2024, the Public Utilities Commission noticed a significant increase in complaints and comments from the public regarding outages and billing issues on Xcel Energy's electric system. Media outlets across the state also reported on the outages. In response, the Commission ordered staff to open an investigation into these issues, which found the following:

  • Xcel customers have been experiencing a trend of more outages and outage minutes since 2015, even after accounting for severe weather events
  • System-wide outage minutes in 2024 were significantly higher than the trend between 2015-2023
  • Outages were widespread across Xcel’s service territory in Colorado
  • Wildfire Safety Operations were a significant driver of outages in 2024 but did not fully account for higher levels of outages
  • The 15 worst performing feeders--which transmit power from a power source, such as a substation or distribution point, to consumers--account for a substantial portion of 2024 outage minutes
  • Low staffing levels for customer service personnel corresponded with significant drops in customer service performance
  • Consumers are experiencing a high number of billing complaints with unusually long resolution timelines.

Xcel responded publicly to the Commission investigations, acknowledging the challenges customers faced in 2024 and committing to improving performance in each of these areas. The Commission then ordered Xcel to report quarterly on a variety of outage and customers service metrics.

As the PUC continues to receive complaints from Xcel customers on these issues, we have created this new, easy-to-use platform for customers to share their experiences and ideas. This input will help the PUC better understand the scope of remaining issues as it determines next steps. Information collected here will be added to Proceeding Number 25M-0265E.

    One disaster after another! I work from home full-time. The power outages since I moved to Columbine Knolls in June has been very disruptive to my job.

    I had to move here because there was a fire in my condo (in another county), and we had to move while it's being restored. My primary requirement for the insurance company looking for a rental home is that I MUST have a place with Wi-Fi and a dedicated work space so that I can work and keep my job. The power outages continually cause me to lose hours of work, and have piled on additional distress while we're already struggling.

    We are writing on behalf of our experience with Excel this past year, particularly this spring & summer. We've experienced numerous outages, all around the same days and times repeatedly for long periods of time during the work day, into the late evening, etc.- when contacting Excel, not only do they say they have no documentation of an outage, but will do so even after they've notified us the outage. Often times, their estimates will go on longer than expected.

    For example, we had a planned outage from 12am to 8am - why? What could they possibly be doing at those hours that we would lose power? This was also a Friday - where kids needs to get up for school, parents needed to get up for work, and not everyone has a backup generator or should need one.

    With winter approaching, I think I speak for a lot of people in Columbine Hills. We're concerned. We need heat & we need our electricity for that. I also have a newborn on the way - which unreliable power, leaving me even more concerned.

    For instance, my husband got showered and dress in the dark with a headlamp & I (being 9 months pregnant) couldn't make breakfast until after 9 am after being up for hours. These outages are quite literally impacting our daily life at this point.

    I cannot imagine the people who rely on power for their medical devices & how they mange, especially if they cannot afford a generator. What will it really take for Excel to fix this? Will we have to see people actually get hurt and lives be at risk on a super cold winter night? Because it feels like that's where we are heading.

    My electric is always going out. This is effecting my life. I lost food over the winter because it spoiled and it costs me more money to get my house back to the correct temperature. I am beyond fusterated. I would like another electric company I can pick. My power goes out at least 4 times a year. Last year it went out for 3 days in a row!!!!!

    Our community has had so many power outages generator installers are posting ads outside our neighborhood.

    These repeated outages are a cause of so much stress. They impact my job as I typically work from home. I have a medical issue and I am heat sensitive. Many of the outages in the hottest months of the year occurred such that power came back on in peak billing hours forcing me to use air conditioning at a time when I typically don’t due to cost. One outage and you can be pretty sure things are fine, but what is safe after repeated cycles of power outages? I am thankful the issue made the news, otherwise I am not sure people would have believed the whole mess.
    Still, it was Xcel’s news quite that angered me, specifically their admittance that when they had three outages in August they knew there was a problem. What about all the outages before? Then they came back saying they had fixed the issue…. and literally myself and some other laypeople I discussed the power issues with figured that the problem was a tolerance or setting on the new equipment they had been so proud of installing. I mean if you install new equipment and thing start going poorly, maybe double check what you did prior to causing 2300 homes and businesses this kind of stress for months.

    Let me be blunt: Xcel has failed me and my community repeatedly, and without accountability.

    Let me be blunt: Xcel has failed me and my community repeatedly, and without accountability.

    Over the past two years, I’ve endured more than two dozen power outages at my home. In just the last three months alone, we’ve lost power six times, often for hours at a time, with no advance notice and no meaningful explanation. Xcel’s official reports cite causes like “animal contact,” “vegetation,” “cable failure,” or the ever-convenient “unknown cause.” That is not accountability, that is evasion.

    I’ve had to manually close my garage without the ability to lock it, leaving my home unsecured and vulnerable. That is not just inconvenient, that is a threat to my safety. And yet Xcel’s response is a mix of boilerplate legal disclaimers, vague promises of improvement, and a complete refusal to take ownership of the systemic failures happening on their watch.

    Xcel’s infrastructure is unreliable, their management is clearly inadequate, and their so-called Enhanced Powerline Safety Settings have resulted in even longer outages without any real investment in reliable infrastructure. These are not isolated incidents. This is a pattern of negligence that has gone unchallenged for far too long.

    I pay for electricity. I don’t pay for excuses. The people of Colorado deserve better. We deserve a utility provider that treats public safety as a priority, not a liability risk.

    I urge the State to hold Xcel accountable. Investigate their operations. Audit their infrastructure spending. Demand performance. And if they continue to fail, consider alternatives. Because this cannot continue.

    I find it ironic and borderline offensive that they have the audacity to threaten me when I am several days late on my energy bill.

    I am one voice, but I know I’m not alone. We are tired, we are angry, and we are demanding action.
