A state HOA office for Homeowners to take their concerns, and address those concerns, directly, with systems of accountability, instead of just filling out a report, filing the complaint, and then compiling all similar complaints into an annual report presented once a year. Homeowners need timely results, not more research data. A State HOA Office with teeth is the only way to uphold the constitutional rights of homeowners in Colorado. The current administrative methodology toward homeowner concerns has been relegated to contract law and therefore completely bypasses our constitutional rights, drowning it in "forever" litigation. This is why when concerns like disability rights come to the table, the long process of civil litigation being the only path sets up the already financially burdened and vulnerable population for a loss of their 5th and 14th amendment rights. The majority of our homeless population are disabled. The lack of homeowner rights, reform, and representation for the disabled are some of the contributing factors leading to this disastrous result.
