Tenants are NOT served by Ecel

I have a friend that is a tenant on Prado drive

[~2 miles West of highway 93, off Colorado 170 (Eldorado Springs Blvd.)]

Tenants (not having access to Xcel Account Number or the owner's listed phone number) are forgotten about by Xcel.

Tenants can NOT report power outages or check for updates on the Xcel website.

Why doesn't their website let one use the address (or the serial number of the meter) for reporting, getting updates?

Why doesn't Xcel have the option to list the tenants' phone numbers for contact?

My friend was NOT given a warning cutoff notice, and was unable to get ANY info from Xcel during the(46 hour) outage, WHY?

Within the last month, an Xcel contractor changed the wires (explained as to prevent arcing of wires, during wind events); they are also replacing 4-5 power poles along the backyards on Prado tomorrow.

If Xcel is making these preemptive changes, does this mean this area will NOT have more power cutoffs?

If Xcel is worried about this area's wires, why not underground instead of changing wires and poles? This area is 2 miles upwind from the location of the start of the Marshall fire, and regularly has hurricane force winds.
