Is a notification a notification if no one sees it?

We were impacted by the recent proactive de-energization. And while Xcel did get notifications out, they chose poor channels to do so. The email I received was from the same email used to manage billing, so it is filtered to a billing folder I check when paying bills. I receive multiple other emails from Xcel to my inbox. I didn't expect that emergency notifications would happen from the billing address, so I am partially responsible for not seeing this one. That said, their choice to use a phone number that registered as a spam caller on most networks was irresponsible at best. On a Saturday when people are out doing Saturday things, no one is answering calls from spam callers. I did not receive notification in my preferred channel via text.

I took some responsibility for missing the initial notifications, but once we were part of the outage, I think their communication failed entirely. Proactive power outages weren't on the map, but nearby outages that likely occurred prior to the outage did show up on the map. This is important, because Xcel kept telling us in update emails (which I was by now well informed to look for) to go to the outage map for updates, but that map didn't list me as part of any outage and therefore didn't work. All the channels I typically communicate with Xcel from - didn't work for updates. I am signed up for the text notifications, and frankly have always been impressed with that system, and satisfied I was as informed as I could be, at least until this outage. On Monday when our power came back on, I was out charging all our devices and battery backups again because I still had no idea when power would be restored.
So while I take some responsibility for not seeing proactive notifications, the failure on the part of Xcel to utilize either the notification channels we signed up for, or to use recognized notification channels contributed to the challenges we faced during this outage.
As to the duration of the outage, as an immune compromised individual, I have to be far more conservative with food, as I can't risk food born illnesses. I would have had options to preserve food or make decisions during the outage had we been better informed, but the end result is that this outage cost more than my monthly energy bill in a peak month, and there will be no compensation for that other than the fact that my neighborhood didn't burn down. So while I appreciate that my house and my neighbors are all still here, I am also frustrated at the many times I had options that would have minimized my losses, but not enough information to make informed decisions. In the future I think it would behoove Xcel to look towards upgrading vulnerable systems to minimize risk of fire in these situations as there is very clearly great cost from all of us individually to be without power, without notice, over periods greater than a few hours.
