I would be interested in finding out how much of the proactive shutoff areas had damages from the winds that would have caused outages. How did Xcel assess which areas were more necessary to shut off, and was that anywhere near correct. This should be analyzed by an independent organization - I would not trust Xcel to give an unbiased analysis. Future decisions to proactively shut off power needs to be based on how well they anticipated the areas that had damages, and how Xcel will better respond to restoring power to areas not affected but were proactively shut off. I realize that the reason for the proactive shut downs was a valid reason. However, the execution was so poorly conducted. It reminds me of the ridiculous airport security screen of having everyone remove shoes for over 20 years since the one incident was encountered shortly after 9-11. Xcel should be expected to conduct their impactful preventive measures intelligently, and not just as a blanket prayer.

These are my thoughts after waiting 2 days for power to be restored. My battery powered Davis Weather station showed a maximum wind at our home of 65 mph - which we have observed many times before without losing power. We have spent $$ to stay in hotels in Louisville one night and Longmont the next, and we now have $$ worth of spoiled food to replace. Please do not let Xcel dictate how these pre-emptive shutdowns will be conducted in the future, without requiements from the PUC that ensure the needs of Xcel's customers are also considered.
