Since 2015, the Public Utilities Commission has overseen investor-owned utility implementation of a community solar garden (CSG) program. CSGs are mid-sized solar arrays that generate electricity for the electric grid. Rather than installing solar on their own home or business, customers can subscribe to a portion of a community solar garden and receive credits on their utility bill for the electricity it generates on their behalf.

In 2024, the Colorado legislature created a new community solar program to replace the old one: the Inclusive Community Solar program. This year, the PUC is creating new rules to adopt and enforce the program requirements outlined in the law.

Staff is currently working to draft these rules and welcomes input from Black Hills and Xcel Energy customers on their experiences on community solar in Colorado to date, their perspective on the new program requirements outlined in the statute, and any additional information they would like Staff to consider as it develops the rules.
