XCEL outage associated with April 6 Wind event- Issues and concerns

I would like to summarize what we experienced, my concerns, associated impacts and suggested improvements. We lost power about 3:30pm Saturday April 6 without receiving notice it would be shut down. Power was not restored until Monday morning at 9:30am. I had just grocery shopped so two refrigerators were full of food...all of which had to be replaced. I recently had surgery so after it "appeared" it would go into a second night I booked hotel room for our family....3 rooms.

Aside from a significant financial impact and the stress of being without power especially when the outage lasted as long as it did and the winds basically had subsided by Sunday morning this is inexcusable. I also would like to understand how they determined who to shut down proactively.

Issues - very poor communication from EXCEL to all affected makes me believe they do not understand the significant impact on the families and businesses they took out of service. Second issue was duration of outage for a wind even that was less than 24 hours.

Suggestion- I live in Louisville so I understand the intent to prevent another Marshall fire BUT there MUST be another way to mitigate risk other than the preventative extended power shut off!!!! With existing technology, improved monitoring of above ground lines with cameras so response time is reduced to a down line would be a better approach than shutting power off. I believe EXCEL should present alternatives to the PUC to power shut down and a common sense decision should be made in conjunction with county emergency services to mitigate risk in a reasonable manner vs power shot down to address wild fire risk during a wind event. If this is not done we will all cringe every time we hear high wind in fear EXCEL will shut us down again!
