Why?
We did receive a notification when the power was back on which was silly since we could tell the power was back on when our furnace, lights, fridge etc started working again.
I can understand Xcel not wanting to send out too many messages but with the forecast for high winds, it seems like it would have been nice to hear on the news that Xcel might do a shut down. Then a day before the storm a text, email, phone notification that they may do a shut down in our area would have been very nice. Once the power is down, you don't need to send a message telling me it's down but a message telling me whether it's due to damage or preemptive shut off would have been nice to know.
