Senior Care facilities at Balfour Louisville not notified, seniors at risk due to shutdown

My mother resides at 1331 Hecla Drive which is part of the Balfour Senior centers in Louisville, CO. This includes The Lodges at Balfour, The Residences, Lavender Farm assisted living). They had power shut off at 3:00 PM Saturday with a copy of a brief notice from the staff that Xcel had announced there would be rolling outages. The power went off promptly at 3:00 PM and was not turned on until Monday at 10:00 AM. There was no "rolling" about it. The only info available (Xcel did not answer the phones) was on the website - a map of outages which was inaccurate and so vague as to be useless. Clicking on any address in the vicinity just said they were evaulationg the shut-off impact - no info about when power would be restored.

Here is the impact of that on the residents (my mother is 85 years old - many are older)

* Darkened hallways so staff had to try to deliver lanterns/flashlights so residents could leave their apartments

* Elevators stopped working - many residents are on walkers and had to navigate three flights of stairs - in the dark to get out.

* Food spoiled - the staff tried to get food brough in as the kitchen was closed as well due to the outge.

Cut off - with power out, no way to access the internet to check on status, many had phones die as they were not charged - so they were left alone.

* My mother has a pacemaker-defibrillator that is connected to a remote monitoring unit that is plugged in. That unit has 24 hour backup - so it stopped given the 42 hours her unit was without power.

* As of Monday AM, the Xcel map was not updated or any information communicated - the Xcel rep commented that it was "above her pay grade" to address these concerns. She did tell us that the PUC (?) would be acting on this issue. The cavalier attitude of the Xcel spokesperson made it worse. This is unacceptable behavior for a public utility that has a local monopoly.
