Precautionary Outage

Electric Service out for approximately 44 hours not sure if food in refrigerator is editable. Received multiple messages via voicemail to home phone, which was not working without electricity. Received the messages because Xfinity translated them into writing which was on my Xfinity email account that I could access from my cell phone. I was able to review them via text messages. Received multiple messages that my service was out, which was quite obvious, and one stating it would be restored at 4:47 pm on Sunday. Never happened. Called 800 895 4999 and finally contacted a person which was very polite an apologetic and advised that automatic notices were possibly incorrect and that crews working as quickly as possible. I am not complaining as much about communications, which were appreciated, but because this activity was apparently unilaterally decided. I am not complaining about Xcel's employees in in the "trenches" trying to restore power or explain what was going on, and their effort, but I would like to know if PUC was advised in advance and approved this precautionary black out.
